氯丙烯可作为生产环氧氯丙烷、丙烯醇、甘油等的中间体，用作特殊反应的溶剂，也是农药、医药、香料、涂料的原料。用于有机合成及制药工业，3-氯丙烯又名烯丙基氯，是一种有机合成原料，在农药上用于合成杀虫单、杀虫双及杀螟丹的中间体N，N-二甲基丙烯胺和拟除虫菊酯中间体丙烯醇酮，此外也是医药、合成树脂、涂料、香料等的重要原料。
该品兼有烯烃和卤代烃的反应性，是甘油、环氧氯丙烷、丙烯醇等的有机合成中间体。也用于农药、医药的原料。还可用作合成树脂、涂料、粘结剂、增塑剂、稳定剂、表面活性剂、润滑剂、土壤改良剂、香料等精细化学品的原料，主要用于制造环氧氯丙烷、甘油、氯丙醇、丙烯醇、农药杀虫双、医药、树脂、涂料、粘合剂，以及丙烯磺酸钠，润滑剂等。用于有机合成、农药、涂料、合成树脂，也用作粘合剂、润滑剂等。
